Rizalino S. Navarro Policy Center for Competitiveness
First established as the AIM Policy Center, the Asian Institute of Management-Rizalino S. Navarro Policy Center for Competitiveness (AIM-RSN PCC) is the public policy think tank and research arm of AIM. It was created in 1996 amid ongoing policy reforms in the Philippines. It focuses on two main research tracks: building competitiveness and promoting shared prosperity, and competition policy.
Improving competitiveness through evidence-based solutions
Practical application lies at the core of the AIM-RSN PCC’s mission. After deriving research findings, the Center works closely with governments, businesses, and organizations to implement policy recommendations. This involves conducting workshops, seminars, and policy dialogues to foster meaningful discussions and drive policy changes. By bridging the gap between research and the real world, the Center ensures that its work contributes to tangible improvements in competitiveness and fosters sustainable economic growth across the Asian region.
Philippine Global Competitiveness Report Card
The Asian Institute of Management, in partnership with ARTA (Anti-Red Tape Authority), IMD Business School, and Liveable Cities Philippines, launched the Global Competitiveness Report Card. This collaboration aspires to develop a “competitiveness dashboard” to enhance the country’s global standing.
Our primary goal is to create an integrated platform that monitors and analyzes key aspects of the Philippines’ competitiveness. This comprehensive dashboard offers stakeholders a centralized view of vital data and performance metrics, empowering them to make well-informed decisions and implement strategic initiatives to bolster competitiveness.

The Center’s Benefactor
Our benefactor, Rizalino S. Navarro, is a prominent figure known for his successful career as a business executive and entrepreneur. He also held the position of Secretary of Trade and Industry in former President Fidel Ramos’s Cabinet from 1992 to 1996.
As a staunch advocate of evidence-based policy-making, he sought to create a platform for rigorous research and analysis to support governments and businesses in formulating effective strategies. This led to the renaming and establishment of the Asian Institute of Management-Rizalino S. Navarro Policy Center for Competitiveness (AIM-RSN PCC).
About the Rizalino S. Navarro Policy Center for Competitiveness Director
Professor Jamil Paolo S. Francisco, PhD, serves as the Executive Director of the Asian Institute of Management-Rizalino S. Navarro Policy Center for Competitiveness and the Academic Program Director of the Executive Doctor in Business Administration (DBA) program at AIM.
From 2018 to 2021, he served as Associate Dean of AIM. He also served as Interim Head of the Stephen Zuellig School of Development Management and Director of Research and Publications. As an associate professor of economics, he teaches business economics, environmental scanning and analysis, and Asian business systems for the MBA, Master in Development Management, Master of Entrepreneurship and executive education programs. He is an internationally published author and researcher.
He obtained both his PhD (2012) and Master’s degree (2006) in Economics from the Ateneo de Manila University. He also earned his Bachelor of Science in Management (2002) from the Ateneo de Manila. In 2014, he completed the GloColl executive education program on Participant-Centered Learning in Harvard Business School.
