Philippine Air Force Officers Graduate from AIM Executive Workshop on Defense Market Research and Procurement Strategy 

Officers of the Philippine Air Force (PAF) recently completed the Executive Workshop on Defense Market Research and Procurement Strategy for the Philippine Air Force, a five-day intensive course conducted by the Asian Institute of Management’s School of Executive Education and Lifelong Learning (AIM-SEELL) in partnership with the PAF. Focused on the specific demands of defense procurement, this customized training helped PAF officers to sharpen their approach to acquisition by using data-driven tools and market intelligence.

Throughout the program, participants gained a deeper understanding of Republic Act No. 12009 and international defense procurement policies to ensure compliance and strategic alignment. They were trained to craft effective Requests for Information, assess suppliers, evaluate financial and risk factors, and strengthen negotiation skills for procurement and contracting. Emphasis was placed on using data-driven market research and intelligence-gathering to inform strategic decisions. By the end of the course, participants presented procurement strategies grounded in market intelligence and practical insights. 

In his class address, Col. Alfred C. Sarmiento PAF (MNSA) reflected on the impact of the training: “The program transformed us into modern defense acquisition professionals, equipped with global market knowledge and a profound sense of public service. Each lesson, simulation, and case study challenged us to constantly ask: what will best serve the future needs of the Philippine Air Force and our national security?”

The program culminated in a graduation ceremony that not only celebrated the participants’ learning journey, but also highlighted the broader institutional benefits of the collaboration. Col. Ma. Consuelo N. Castillo GSC, Assistant Chief of Air Staff for Education and Training (OA-8), emphasized the value of the initiative: “The Philippine Air Force extends its gratitude to the Asian Institute of Management for helping enhance the Air Force’s operational effectiveness and strategic capabilities by equipping our workshop participants with the tools, resources, and knowledge necessary to conduct comprehensive market research and intelligence gathering. With the knowledge gained by our technical working groups, every cent we will spend for our acquisitions is money well spent.” 

This partnership between AIM-SEELL and the Philippine Air Force reflects a shared commitment to strengthening public sector capacity and advancing national defense through strategic education. With this milestone, the PAF moves forward with greater confidence in its procurement decisions—guided by evidence, strategy, and a deepened commitment to service.
